Hub Cover Insufficient Retention

RECALL INFORMATION
Revised (January 18, 2024)
Volvo has determined that some hub covers, lack the spring retention force required to retain the hub cover to the hub. These hub covers could become separated from the vehicle while in motion, If the hub cover comes off, it can result in a hazard to other road users and potentially result in an injury.
Replacement covers are being developed and once these covers are made available there will be a follow up service campaign to provide the replacement covers. Dealers and customers will be notified when parts are available.
Volvo Trucks has not received any complaints or reports of injury; therefore, Volvo considers this as a proactive measure to protect the public and Volvo’s customers from the potential risk associated with this defect.
At this time, Volvo Trucks is requiring the defective covers be removed and destroyed.
VEHICLES AFFECTED
Certain Volvo North America vehicles manufactured between February 3, 2023, through March 04, 2023.
VEHICLE QUANTITY
There are 788 vehicles affected by this recall (726 U.S., 62 Canada).

Repair Instructions
1. Secure truck for service.
2. Remove all hub covers.
3. Destroy the removed hub covers so they cannot be reused.
4. Recycle the destroyed hub covers in accordance with state and local regulations.
5. Release the truck to service.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
Volvo Trucks North America has decided that a defect which relates to motor vehicle safety exists in certain 2024 Volvo VNR, VNL and VHD model vehicles manufactured from February 3, 2023 through March 4, 2023.
SAFETY DEFECT:
On certain trucks, the hub covers on the drive axles could come loose or detach while driving.
SAFETY RISK:
A hub cover that detaches from the truck could create a road hazard for others and increase the risk of a crash.
PRECAUTIONS YOU CAN TAKE:
TIME REQUIRED FOR THE REPAIR:
If you choose to remove the hub cap covers yourself, it is required to take the removed caps to your Volvo dealer to have your vehicle visibly inspected and documented.
The time required to repair your vehicle is approximately 0.4 hours.
WHAT YOU SHOULD DO:
You should contact the nearest Volvo Parts and Service Center and make an appointment. Dealers will remove the hub covers at no cost to you.
There will be a service program to install new hub covers when parts are available.

If you are a Lessor of vehicles subject to this Notice, you have an obligation under Federal Law to provide a copy of this Notice to all Lessees within 10 days of your receipt of this Notice. Further, you must maintain a record, which identifies the Lessee(s) to whom you send a copy of this letter, the date you send this letter, and the Vehicle Identification Number(s) of the vehicle(s) that you have leased to that lessee. For purposes of this Notice, the term Lessor means: a person or entity that is the owner, as reflected on the vehicle’s title, of any five or more leased vehicles (as defined in CFR Section 577.4), as of the date of notification by the manufacturer of the existence of a safety-related defect or non-compliance with a Federal Motor Vehicle Safety Standard in one or more of the leased motor vehicles.

Dealer’s Responsibility:
The National Traffic and Motor Vehicle Safety Act and Canadian Motor Vehicle Safety Act requires dealers to ensure that all new and used vehicles are free of safety defects and comply with all relevant safety standards at the time of delivery to the consumer.
Dealers should make their personnel aware of the safety recall. In the event that a dealer has a vehicle included in the safety recall in their inventory to be sold, the condition must be corrected before releasing it to a customer.
Release Schedule:
• Vehicle list will be posted on the Trucks Dealer Portal March 24, 2023.
• Owner notification letters will be released on or before May 5, 2023.
• Repair Instruction will be released once they are available.

March 3, 2023 Factory starts short shipment of vehicles which were ordered with hub covers and had iLok hub fasteners (not shipping hub covers which are shipped inside the vehicle). March 6, 2023 Product Safety Working Group meets and recommends that it be escalated to Product Safety Committee. March 13, 2023 Product Safety Committee meets and determines that a product safety defect exists. May 25, 2023 Product Safety Working Group receives a report of a additional vehicle outside of the scope which had a hub cover installation issue investigation reveals that factory containment was dropped from May 1, 2023 through May 12, 2023. This is brought to the Product Safety Committee on May 30, 2023 the additional vehicles will be added to the recall. of the hub cover in traffic.
Customers which had hub covers removed, will have them replaced under a separate service program when parts are available. Reimbursement for the recall will be covered by Manufacturer’s Reimbursement Plan on file with NHTSA. There have been 3 warranty claims for this issue on brand new vehicles during Dealer Pre Delivery Inspection.

March 3, 2023 Factory starts short shipment of vehicles which were ordered with hub covers and had iLok hub fasteners (not shipping hub covers which are shipped inside the vehicle). March 6, 2023 Product Safety Working Group meets and recommends that it be escalated to Product Safety Committee. March 13, 2023 Product Safety Committee meets and determines that a product safety defect exists. May 25, 2023 Product Safety Working Group receives a report of a additional vehicle outside of the scope which had a hub cover installation issue investigation reveals that factory containment was dropped from May 1, 2023 through May 12, 2023. This is brought to the Product Safety Committee on May 30, 2023 the additional vehicles will be added to the recall. Description of Remedy :
Description of Remedy Program : Recall remedy will be to remove the hub covers, removing the risk of loss
of the hub cover in traffic.
Customers which had hub covers removed, will have them replaced under a separate service program when parts are available. Reimbursement for the recall will be covered by Manufacturer’s Reimbursement Plan on file with NHTSA. There have been 3 warranty claims for this issue on brand new vehicles during Dealer Pre Delivery Inspection.
How Remedy Component Differs from Recalled Component :
