Volvo Trucks
North America (Volvo Trucks
) is recalling certain 2019-2023 VNRE battery electric trucks. The cabin heater relay may fail, causing the coolant heater to overheat.
Remedy
Dealers will update the software for the Hybrid Powertrain Control Unit and Instrument Cluster, and install replacement relays, free of charge. Owner notification letters were mailed March 16, 2023. Owners may contact Volvo Trucks
customer service at 1-800-528-6586. Volvo Trucks

Description of Defect:
On certain Electric Vehicles, the coolant heater may stay energized when in a no flow or low coolant level condition, which could cause the heater to catch fire.
No such overheating incidents have been reported to us at this time.
Volvo
will install replacement relays and perform software update.

The National Traffic and Motor Vehicle Safety Act and Canadian Motor Vehicle Safety Act requires dealers to ensure that all new and used vehicles are free of safety defects and comply with all relevant safety standards at the time of delivery to the consumer.
Dealers should make their personnel aware of the safety recall. In the event that a dealer has a vehicle included in the safety recall in their inventory to be sold, the condition must be corrected before releasing it to a customer.

Volvo Trucks
has determined that certain 2019-2023 model year VNE vehicles could have the potential risk of an Energy Storage System (ESS) Electric Heater Relay staying energized. On affected vehicles the ESS Heater Relay could stay energized(latched) and in a no flow or low coolant level condition could result in the coolant heater experiencing a thermal event posing the risk of property damage and/or personal injury.
Volvo Trucks
has not received any complaints or reports of vehicle crashes because of this safety issue; therefore, Volvo
considers this as a proactive measure to protect the public and Volvo
โs customers from the potential risk associated with this defect.
To ensure that these vehicles meet Volvo
โs stringent quality requirements, follow the instructions outlined below to replace the ESS electric heater relays, run an accessory kit, and update programming for certain electronic control modules.

Repair Instructions
- Secure vehicle for service.
- Follow operation 3119-03-02-11 in Impact for replacement of the ESS Electric Heater Relays.

| Do not perform steps 70-72 in the repair instructions. The relay counter will be added and set to zero with the accessory kit install. |
Software Install
- Connect to vehicle using PTT.
- Using PTT insure the (IC) instrument cluster has the latest SW installed. If not, program the IC using operation 1700-08-03-39 Under the program tab.

| If the IC is not at the correct SW level the accessory kit will not complete and a pop-up message will appear. |
- Run operation 1700-22-03-06 in PTT under the program tab, to install the Accessory kit Part number 85165316
- After the accessory is installed program the DC/DC Control Unit (DCU) using operation 3223-2203-01 in PTT under the program tab.
- Clear any DTC.
- Return vehicle to service.

January 5, 2023 Investigation findings reviewed with product engineering and verified.
January 13, 2023 PSWG makes recommendation that a safety defect finding be made.
January 18, 2023, North American PSC meets and makes the determination that a product safety defect exists.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. This notice applies to your vehicles, VIN list enclosed.
Volvo Trucks
North America has decided that a defect which relates to motor vehicle safety exists in certain 2019 to 2023 Volvo
VNR electric model vehicles manufactured from June 29, 2018 through September 14, 2022.
SAFETY DEFECT:
On a small number of VNR Electric models, a relay for the coolant heater could fail. If this happens, the heater could stay energized when there is no coolant flow or a low coolant level.
SAFETY RISK:
A coolant heater that stays energized could create the risk of a fire.
PRECAUTIONS YOU CAN TAKE:
TIME REQUIRED FOR THE REPAIR:
There are no precautions you can take other than having your vehicle repaired by a Volvo
Parts and Service Center.
The time required to repair your vehicle is approximately 1 hour.
WHAT YOU SHOULD DO:
You should contact the nearest Volvo
Parts and Service Center and make an appointment. Dealer will update the hybrid powertrain control unit and instrument cluster software. The dealer will also install replacement relays. Recall repairs will be provided at no charge to you.

NOTICE REGARDING LEASED VEHICLES:
If you are a Lessor of vehicles subject to this Notice, you have an obligation under Federal Law to provide a copy of this Notice to all Lessees within 10 days of your receipt of this Notice. Further, you must maintain a record, which identifies the Lessee(s) to whom you send a copy of this letter, the date you send this letter, and the Vehicle Identification Number(s) of the vehicle(s) that you have leased to that lessee. Description of Defect:
On certain Electric Vehicles, the coolant heater may stay energized when in a no flow or low coolant level condition, which could cause the heater to catch fire.
No such overheating incidents have been reported to us at this time.

The National Traffic and Motor Vehicle Safety Act and Canadian Motor Vehicle Safety Act requires dealers to ensure that all new and used vehicles are free of safety defects and comply with all relevant safety standards at the time of delivery to the consumer.
Dealers should make their personnel aware of the safety recall. In the event that a dealer has a vehicle included in the safety recall in their inventory to be sold, the condition must be corrected before releasing it to a customer.
