Bus) is recalling certain 2013-2021 9700 buses. The red beacon lighting on the Threshold Warning System (TWS) may not be bright enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 403, “Platform Lift Systems.”
Remedy
Prevost will replace the red beacons, free of charge. Owner notification letters are expected to be mailed February 9, 2021. Owners may contact Volvo
Bus customer service at 1-866-870-2043. Volvo

Descriptive Information : The population was determined based on the production period and the information provided by the supplier (Ricon – see NHTSA Recall 23E091). The subject vehicles are certain MY2013 to MY2021 Volvo
9700 vehicles manufactured during the indicated production dates. The recalled products are limited to these specific vehicles since they were the only ones equipped with a wheelchair lift “Threshold Warning System” recalled by Ricon. A total of 18 MY2013, 33 MY2014, 20 MY2015, 22 MY2016, 14 MY2017, 33 MY2018,
23 MY2019, 25 MY2020, and 5 MY2021 Volvo

Description of the Noncompliance :
Per Ricon’s Recall 23E091, the light intensity of the red beacons included in certain “Threshold Warning System” supplied by Ricon does not comply with the minimum light requirement of 20 candelas as specified in FMVSS 403, section S6.1.4. FMVSS 1 : 403 – Platform lift systems FMVSS 2 : NR
Description of the Safety Risk : Per Ricon’s Recall 23E091, “a warning beacon light that displays below the
minimum level of candelas may be less visible to users located near an out of position platform lift and may increase the risk of injury”. Description of the Cause : The issue results from a supplier FMVSS non-compliance issue. Per Ricon’s Part 573 Safety Recall Report 23V-890 Page 2 Identification of Any Warning
that can Occur : Recall 23E091: “Threshold Warning System Kit PN RI32885 contains two red beacons. Each beacon is configured with two incandescent bulbs. Ricon has determined that the wattage rating of the bulbs is not sufficient to produce the minimum light intensity of 20 candela specified in FMVSS 403, section S6.1.4.”

Description of Remedy :
Description of Remedy Program : Prevost will replace the red beacon included in the “Threshold Warning
System” on all potentially affected vehicles as per the supplier’s instructions. Letters will be sent to customers to inform them on how to proceed. Prevost will execute this correction free of charge (parts and labor) for the customers. In case a customer has already inspected and corrected this defect before the safety recall has been launched, this customer will be reimbursed according to Prevost reimbursement plan. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The issue concerns a component that does not comply with FMVSS 403, and not a defective component. After the remedy, the beacon supplied and installed per Ricon’s instructions will comply with the requirements of FMVSS 403.
The recall condition did not need to be corrected in production as the non- compliant component is no longer installed in vehicles currently being manufactured at the Mexico manufacturing facility. Recall Schedule :
