Volvo Car USA LLC and Volvo Car Canada LTD on behalf of Volvo Car Group, have decided to launch Recall R10213 on certain model year 2019-2022 V60CC, XC60 and XC90 vehicles. Volvo Cars Investigations have identified that a manufacturing error in the supplier’s screw assembly station has in rare cases fed double screws on top of each other. There is a risk of the steering wheel locking up due to the screw falling into the gearbox housing, increasing the risk of a crash. The corrective action is to replace the Steering Gear.
A total of 74 U.S. and 7 Canadian vehicles are eligible for this recall. Quality Bulletin R10213 WHAT SHOULD YOUR CUSTOMERS DO NOW?
We have no reports of incidents related to the issue; however, we encourage customers to contact
their retailer and have this repair completed as soon as possible. B. VEHICLES INVOLVED

• Vehicle Inquiry – Warranty Vehicle Inquiry where the message “Recall R10213 Steering Gear” will appear for eligible vehicles, F4=History from the main Inquiry menu must be selected to confirm Recall R10213 has not been completed. Eligibility can also be confirmed in TIE. All vehicles must be checked for any incomplete recalls or service campaigns or service upgrades. An owner notification letter will be sent out sometime by late February that will notify the owner of this recall instructing them to contact their Volvo retailer and request an appointment to have this repair completed.
G. VEHICLES IN RETAILER INVENTORY New Vehicles in Retailer Inventory
It is a violation of federal law for a retailer to deliver any new Volvo that is eligible for a recall. Retailers are advised to check all vehicles in inventory for recall eligibility and repair immediately. Violation of this requirement by a retailer could result in a civil penalty of up to $22,723 per vehicle. Correct all vehicles in your new vehicle inventory before delivery. VCUSA is ordering the stop-delivery of affected vehicles in VCUSA, auction and dealer inventory

Quality Bulletin R10213 Stopping the delivery of affected used vehicles until the recall is complete is consistent with Volvo’s commitment to safety. Additionally, while Federal law does not prohibit the sale of used vehicles with open recalls, the sale of such cars could violate certain state laws and create liability on behalf of the retailer. Customers will not be able to take delivery of affected vehicles until the recall has been

A root cause investigation was started together with the supplier in order to understand if this was a single case; The issue was presented to Critical Concern Management Team (CCMT) November 30, 2022. CCMT ordered a start of technical investigation including risk assessment. The technical investigation was completed December 21 and presented to CCMT. CCMT decided it was a safety critical issue and ordered start preparation for a safety recall. The recall preparation is planned to be completed December 28 and is scheduled to launch December 29.
Description of Remedy :
Description of Remedy Program : To remedy concerned vehicles, Volvo Cars will replace the Steering Gear. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : Only steering gears delivered with a specific assembly line fault code are affected. Concerned vehicles are certain 2019-2022 Volvo V60CC, XC60 and XC90 vehicles will receive a new Steering Gear that are not affected by the double fed screws during assembly.
Supplier production line where a station has a specific “torquing time-out” stop with a traceable fault code. Only steering gears delivered with a specific fault code is affected.

Description of the Defect : Volvo Car investigations has shown a potential issue with the steering gear due to a manufacturing defect in the supplier’s production multi “O-assembly” line, screw assembly station has in rare cases fed double screws on top of each other.

Description of the Safety Risk : There is a risk of the steering wheel locking up due to the screw falling into the gearbox housing, increasing the risk of a crash.
Description of the Cause : The root cause is a manufacturing defect which occurred in the supplier’s production multi “O-assembly” line, screw assembly station has in rare cases fed double screws on top of each other and the screw could potentially fall into the gearbox housing. Condition considered critical by Critical Management Team 2022-12-21; Field Service Action decision confirmed by Volvo Car Corporation 2022-12-28; Condition detected by supplier inspection; Number of vehicle reports with the condition reported from National Sales Company 1; Total Number of Cars included in Vehicle Reports concerning this condition 1; Implementation date of Field Service Action 2022-12-29; The Supplier reported to Volvo Cars 2022 September 2 that a loose screw was detected in the inspected steering gear. A root cause investigation was started together with the supplier in order to understand if this was a single case; The issue was presented to Critical Concern Management Team (CCMT) November 30, 2022. CCMT ordered a start of technical investigation including risk assessment. The technical investigation was completed December 21 and presented to CCMT. CCMT decided it was a safety critical issue and ordered start preparation for a safety recall. The recall preparation is planned to be completed December 28 and is scheduled to launch December 29.
Description of Remedy :
Description of Remedy Program : To remedy concerned vehicles, Volvo Cars will replace the Steering Gear. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : Only steering gears delivered with a specific assembly line fault code are affected. Concerned vehicles are certain 2019-2022 Volvo V60CC, XC60 and XC90 vehicles will receive a new Steering Gear that are not affected by the double fed screws during assembly.
Supplier production line where a station has a specific “torquing time-out” stop with a traceable fault code. Only steering gears delivered with a specific fault code is affected.
